Skippy

Heya all first havn't posted for awhile.
Went to Augusta for a week of fishing and snorkeling it was pretty good. I caught my first bream on hb 28cm at Alexandra Bridge from the shore. Other than that me dad is a baiter so i couldn't do much about that. We caught a lot of whiting and skippy. Anyway my question is the legal size of skippy. On the fish ruler thing (the new real long greeny blue one) it says Skipjack Trevally which are skippy have to be 25cm but in one of the fishereies brochures i picked up its says they have to be a minimum of 20 cm?
Can i get clarification?
