Sight fishing to snapper

Has anyone ever tried to sight fish to snapper? Mainly around the rocky areas, I have tried to burley the water up enough to attract them in close however haven't yet being able to see them come in, just the usual small bait fish and Kahawai ... I've tried fishing off some larger rocks and have seen this done on tv shows, it might be my location isn't suitable for snapper. I'm fishing around wellington in NZ.

Down here in melbourne if the water is clear enough you can see huge schools of smallish ones but not really.
Snapper liva and feed low in the wwater column although i havve seen sight fishing for snapper of the rocks in NZ on the ITM fishing show.
