how to make an avatar picture i cant find out can somone help

Nothing- you do it yourself find a pic and down size it .

You can make that pic a bit bigger.
If you wanna know how to resize a pic just go into any picture editing program and go along the top to ether "edit" or "image" and look for Resize or stretch/skew or something along the lines of manipulating the pic to the size you want then simple adjust it to the size of of required Avatar size thingy.
