no you cannot do it. You will get away with having it in a tube in your checked baggage. But you cannot "carry on" any sporting goods regardless whether they meet size/weight restrictions or not.

You have a few options:

1. Buy a normal suite case that is around 900mm inside and get some pvc, put your rods in and put on the diagonal between cloths in the suitcase.
2. Buy a descent hard case rod carrier from e bay ($90 - $300) and pay the extra baggage fee @ + 1 checked baggage.
3. Evaluate whether a 3-5 piece rod is worth buying to put in the luggage bag you already have.

I bought a 3 piece Gary Howard travel rod for my trip back to Hamilton Island. PVC pipe and screw ends into my checked baggage. Ummed and ahhed all of the options. But for $120 an the opportunity to catch parrot, tusk, coral trout, bream, cod, squid, an even a reef shark on a popper 2 feet from my feet was well worth it!

Book your extra baggage tags online. I got ripped 60 bucks at check in for my rod tube to Darwin from Perth . Its not counted as part of your 23kgs baggage allowance either. I rolled it in my Swag for the trip home. It had 2ft hanging out each end and it got away as oversize baggage.
