About $400 for rod and reel (already got line) but willing to slightly bend that for something really good

For that money I'd definately go for a LOX Yoshi 1-3kg rod (in either 6'6'' or the 7 foot model) and combine it with a Shimano Ci4 Stradic 1000. I have this combo and it's one of my favourites. It would come in at around $400 all up.

6ft vapour and 1000 stradic ci4. Probably the lightest combo your going to get! Might be a smidge over your spending limit but look around second hand as there are some cheap ci4's around.

$400 is pretty good if you're still at school.

I'd go a 6'6'' Lox Yoshi and a Daiwa 2004 Gekka MX.

For bang for your buck I would have a look at something similar if not the same as this.
