The bumper guide is a transition guide used in building the simple spiral wrap, on a baitcasting rod. The butt guide is placed as normal, and the rest of the guides first located normally, on top, then flipped over. The bumper goes between the butt guide and the next guide, about halfway between them. It is an extra guide that cuts the spacing between those 2 in half, not spaced as normal. It is also smaller than the butt guide.
For starters, I would concentrate on learning the basics of rodbuilding: handle assembly, details of gluing up assemblies, wrapping guides, and doing simple builds. Learn which adhesives are suitable for what purposes, and things like using CP (colour preserver/sealer), and how to apply resin finish. Take the time to grab hold of old cheapies, or garage sale rods, and rip them apart to see how they are put together. See if you can purchase some rod building books: Tom Kirkman's guide to rod building is a great starter. Mudhole also have some good guide material as part of their downloadable online catalogue.
