Personally I never go heavier than 4 lb Leader Chasing Bream.
If I needed to upsize 6 lb would be the max even in the heaviest of structure for me.

On the Surface or Under

On the surface I find lure loss very minimal even around snags and structure.

Normally fishing surface is very visual.

You can normally see the strike is about to happen etc.

So I find steering the Bream clear is not all that difficult. In a boat with a electric that is.
Also it adds to the challenge

Id say go the lightest leader possible , will get more strikes interest etc.

Fluorocarbon is what I use, so do most of the guys I know.

Last think I wanted to check on was the length of leader. Was thinking about 1m for surface lures using 6 lb fluro

Soo many variables there, wind will alway stuff ya with a rod tip up on a long pause. Even the slightest breeze. Rod tip up on a long cast will also potentially drag u out of the strike zone.
My advice was purel base on a previous comment about going flouro for visibility, and explained why some use mono for surface because of its buoyancy. I use flouro too coz I'm too lazy to change. But ideal would be mono all things being equal. But on occassions I also like the first stab submerging the lure when they're really finnicky.

Leader Length I would not recommend going under 4 Metres.
I normally would use min 6 Metres. Bream can see that Braid, you need to make some distance from it. It can also cast a shadow if the suns up, that will spook Bream as well.

Go Light and Long

You Enquiry's and Hook ups will increase.

That's a shed load of leader ! Especially when fishing creeks up here that are only afew meters wide, would never see the braid

I dont do any fishing for black bream so can't comment on the areas down south - but I only use a very short leader when casting at or around structure. Basically just the length of my drop from rod tip to lure when casting. I find this improves accuracy on the cast you can also fish a heavier leader with less affect to your lure. When fishing an OSP Bent minnow 86 for bass around hey snags I fish 14lb -20lb leader and only about a foot and a half of leader. In similar structure when targeting bream i use the same length but bring it back to about 6 or 8lb depending on how aggressively the fish are feeding. I prefer the shorter leader not only for the casting accuracy but also as I want to limit the amount of stretch between me and the fish. When I strike or lean back I want to be moving the fish away from the structure straight away. If you keep a big fish's head aiming your way - he won't be able to get you back into the sticks.

Different scenario when fishing over shallow flats. I will then go to a lighter leader for both species and possibly twice the length of the rod. Big long searching casts are the norm as opposed to short sharp accurate casts. Thats my take on it but - with any type of fishing its personal preference

Yea huge!
But it must work for him! I'm 3 metres sometimes 4.

The thicker the line the shorter the leader to minimise guide wraps too

So I managed to pick up my first bream using the OSP bent. In fact my first bream on any surface lure. Came in at 34cm so was pretty happy. Had to snip off one of the hooks on the rear treble to get it out and then managed 3 more around the 25cm mark. I went for the 6lb fluro leader and about 2m long. Also had quite a few more hits so was pretty happy with the lure.
Bit of a rubbish picture but the camera stopped working after 1 shot.

I know of a couple of blokes running long leaders of heavy fluro (5+ metres of 10+ lb) with the intention of causing the bent minnow to appear to be darting down to the seabed/weeds when twitched.

It is apparently proving more effective on big bream and tailor than a more standard sized mono leader.

I use a similar method on the barras up here mate - about a rod length of 50lb florocarbon on the 130 OSP Bent Minnow and long pauses between twitches to allow the flouro leader to sink below the lure. It then also slowly rises up. One you get it under the surface you can keep it there by timing your twitches to suit.
