freashwater bay flathead not biting

Hi everyone i went down to claremont jetty today and saw heeps of flathead and big whiting which were not biting my soft plastics. One thing i did notice was that there were heeps of tiny whitebait sized baitfish there, could this of coursed the fish not to bite?

G'day Andrew
I've been down there as well at least a couple of times a week and ppl hav caught quite a few from what i've seen. Maybe try hardbodies instead - i've caught quite a few myself including a monster last week on a tilsan minnow.
Also been quite a few squid about on some nights and tailor with the doctor.
